The Cincinnati Jewish Community Relations Council (JCRC) was unofficially organized in the early 1930s and officially established in 1939 by a group of Cincinnati Jews who were disturbed by Adolf Hitler's rise to power in Germany and his message of anti-semitism. The founders feared that Hitler's message might encourage anti-semitism among the large German population of Cincinnati. Before 1939, the group did not have a name or funding, and operated solely by volunteers. Its goal was to provide a coordinated effort to defend the Jewish community in the face of anti-semitism. After the outbreak of World War II in 1939, the group was officially organized into the Public Relations Committee and received funding from the Jewish community of Cincinnati.
During the war, the group had two main goals. The first was to engage in confidential work watching subversive groups who were attacking the involvement of Jews in the war. The second goal was to defend the Jewish community from these attacks and to emphasize its involvement in the war effort.
After World War II, the function of JCRC evolved into a community relations resource serving to coordinate friendly relations and resolutions of problems among the residents of Cincinnati, whether Jewish and non-Jewish. JCRC worked with other local organizations and churches to fulfill the common goals of defending the rights of all minorities, promoting peaceful race relations and fostering good relationships among Jews and Christians.
Many JCRC activities were designed to meet the goal of ending discrimination against Jews and other minorities in housing, education and employment. In the 1950s and 1960s JCRC joined the fight to eliminate the teaching of religion or recitation of prayers in public schools in Cincinnati and throughout the United States. In the 1950s through the 1970s, JCRC worked to stop segregation in the Cincinnati Public Schools. Also JCRC fought discrimination in local clubs, parks, and hotels during the 1940s through 1960.
Discrimination against Jews in the Soviet Union beginning in the late 1940s provoked a protest movement in the United States. Beginning in the 1960s, JCRC joined the movement to assist Soviet Jews denied exit from the Soviet Union. JCRC joined with other groups or sponsored rallies and demonstrations to bring attention to the plight of Soviet Jewry. JCRC also sponsored or co-sponsored many local programs concerning Soviet Jewry. In addition, JCRC lobbied lawmakers in an attempt to persuade them to pressure the Soviet Union to end the persecution.
To foster the goal of promoting peaceful race relations, JCRC initiated programs designed to educate the public about different ethnic and religious groups. Beginning in the 1940s, JCRC offered educational programs, provided resources to schools, and promoted speakers on various subjects. In response to the civil unrest of the late 1960s, JCRC helped to create the Metropolitan Area Religious Cooperation of Cincinnati (MARCC) and continues as an active member. MARCC promotes friendly relations between different religious and racial groups through religious cooperation and understanding.
Individuals active in JCRC have included a number of prominent Cincinnati Jews. Past Presidents of JCRC include Dr. Jacob Rader Marcus, Phillip M. Meyers, C. E. "Mike" Israel, Lester A. Jaffe, Harold K. Goldstein, Bernard Rosenberg, Charles Tobias, Jr., Solomon Greenberg, Carol Dragul, Benjamin Gettler, Malcolm Bernstein, Gloria Haffer, Burton Perlman, June Burgin and Barbara Rabkin.
Today, JCRC works to combat anti-semitism, secure equal rights for all people and to draw awareness to international issues such as Israel, the Middle East, the plight of oppressed Jews, and other issues of concern. One JCRC report succinctly describes the current mission of the organization:
JCRC develops programs which explain the customs and the religion of the Jewish community to the general public. In addition, JCRC serves as a forum for discussion and coordinated action on public policy issues which affect and concern the Jewish community. The records of the CINCINNATI, OHIO - JEWISH COMMUNITY RELATIONS COUNCIL are divided into four record groups. Received in small shipments over a number of years, the records were processed in four groups, each at different times. Each new group was added at the end of the collection as a separate record group. Record Groups I-III were arranged chronologically under nearly identical subject headings. Record Group IV, processed in 1997, was arranged by department or agency of origin of the materials. Types of materials, subject matter, and dates may overlap in more than one Record Group.
The researcher is advised to explore all four groups, under similar headings, in the Series List and more detailed Box List.
RECORD GROUP I (1934-1986) consists of 75 Hollinger boxes (30 ft.) and contains 18 series. Record Group I includes the following topics: Hitler's rise to power in Germany; anti-semitism in pre- and post- World War II Cincinnati; religion in public schools; segregation in the Cincinnati Public Schools; discrimination and segregation in Cincinnati housing, employment, and recreation; race relations and civil unrest in the 1960s; internal administration and office files from 1941-1980s; programs and activities related to Israel; involvement in politics and lobbying, especially from 1940s-1960s; and the remembrance of Holocaust victims and persecution of Nazi war criminals.
RECORD GROUP II (1972-1988) consists of 16 hollinger boxes (6.4 ft.) and contains 13 series. Record Group II includes the following topics: anti-semitism in the 1970s and early 1980s; Black-Jewish relations; internal administration and office files of the late 1970s and early 1980s; Jewish-Christian relations, including Ecumedia News Service, the Metropolitan Area Religious Coalition of Cincinnati and Vatican II; Soviet Jewry advocacy from the late 1970s to early 1980s; and Yom ha Shoah (Holocaust remembrance) programs from 1980 to 1987.
RECORD GROUP III (1976-1988) consists of 8 hollinger boxes (3.2 ft.) and contains 11 series. Record Group III includes the following topics and materials: programs and projects sponsored by JCRC or in which JCRC participated; the correspondence of Executive Director, Michael Rapp; various international issues such as the energy crisis, apartheid, human rights, and terrorism; materials related to Israel from the late 1970s to mid-1980s, including arms sales, terrorism, and the involvement of Amnesty International; Jewish-Christian relations, including evangelism, the New Right, and various other religiously conservative organizations and individuals, programs for Soviet Jews and Refuseniks, including New Year's cards, pen-pals, and Matzoh of Hope; and Holocaust remembrances.
RECORD GROUP IV (1940s-1996) consists of 64 records center cartons (64 ft.) and contains 9 series. The 9 series were created based upon the JCRC-created labeling system and arrangement of the files and upon a brochure published by JCRC in recognition of its Fiftieth Anniversary in 1989 in which were listed several main groups and committees of JCRC. A complete listing of the series and subseries in all records groups is included at the end of this Scope and Content Note.
RECORD GROUP IV begins with items relating to the daily running of JCRC, then progresses from those series most closely relating to JCRC and Cincinnati to those less related, such as national and international concerns. The bulk of records in Record Group IV are dated in the 1980s and 1990s, with some information from the 1970s. However, some early material exists, including some photographs from the 1950s and 1960s, materials concerning JCRC's Twenty-fifth Anniversary, and materials pertaining to discrimination at Proctor and Gamble from the 1940s to 1960s.
The bulk of material in Record Group IV pertains to the Rapp administration, and contains a great deal of information reflecting both Rapp and Assistant Director, Alice Abrams. A great deal of their correspondence, files relating to conferences they attended, and information about committees they sat on prior to 1997 are contained in Record Group IV.
SERIES A. INTERNAL ADMINISTRATION (1962-1996) consists of 18 records center boxes (18 ft.). It is divided into 15 sub-series, beginning with Correspondence. The remaining 14 sub-series are listed in alphabetical order, and the files are arranged in alphabetical or chronological order. This series contains governing documents including: the constitution and bylaws, revisions of these documents, minutes, correspondence, and miscellaneous records of the Board of Directors. Other files cover such issues as finance and budgeting concerns, especially those resulting after outside funding was cut. The Priorities Committee was formed to address these issues. Records of groups and organizations with which Michael Rapp was involved as a representative of JCRC or as a member of the Jewish community of Cincinnati are included in Series A. These organizations include the Northwest Ordinance and the United States Constitution Bicentennial Commission. The bulk of records in Series A are from the 1980s and 1990s, but some earlier records exist. Some of the earlier records in Series A relate to JCRC's Twenty-fifth Anniversary in 1962 and information relating to the history of Judaism in Cincinnati.
Whenever the original order of the contents of the files was unclear, the contents were left in the order found, as with the Daybooks and News clippings. A number of documents relate to non-print items removed to the Non-Print series. The Media and Publicity sub-series, for example, contains documents relating to the Mosaic TV program, but the videotapes of the programs are filed in the Non-Print series. Sub-series 10: Organization and Structure contains records used in the daily running of the JCRC office, as well as governing and historical documents. Sub-series 13: Speakers, and Sub-series 14: Speakers' Bureau, are distinct. The Speakers sub-series contains information relating to lectures or talks sponsored by JCRC. The JCRC Speakers Bureau maintains a list of people willing to speak about Judaism and sends speakers to various schools and community organizations to discuss current events and Judaism. (Note: some important committees, such as the Domestic Task Force, Holocaust Commemoration Committee, the Middle East Task Force, and the Soviet Jewry Committee are arranged in individual series.)
SERIES B. DOMESTIC TASK FORCE (1984-1996) contains 7 boxes (7 ft.) and contains the Records of the Domestic Task Force as well as files relating to domestic concerns such as anti-semitism, racism, civil rights, church-state relationships, religion in public schools, and other issues. The files also contain examples of local incidents of civil rights violations, violations of church-state relationships, anti-semitism, including the Ku Klux Klan cross erected on Fountain Square, and racism. This series also includes Holiday calendars published by JCRC for local schools. Of particular note is information about employment discrimination at Proctor and Gamble based upon religion and national origin, beginning in early the 1940s and still not resolved by the 1960s, the date of the last document on file.
The Domestic Task Force series relates to issues as a whole, but not specifically to organizations that may be involved in these issues. These organizations may be found in the Local or National Organization Series. Many of the issues covered by the Domestic Task force reflect issues that have been important to the general population of Cincinnati, including those issues that do not have an obvious or strong link to the Jewish community. This series reflects the JCRC's concern for rights for all, not just for Jews.
SERIES C. HOLOCAUST COMMEMORATION COMMITTEE (1977-1994) consists of 1 box (1 ft. ) and contains the records of the Holocaust Commemoration Committee, as well as informational files relating to the Holocaust and programs or events relating to the Holocaust. Activities of the Holocaust Commemoration Committee includes Yom ha Shoah programs, other local remembrances of the Holocaust, and educational programs.
SERIES D. MIDDLE EAST TASK FORCE (1975-1995) consists of 4 boxes (4 ft.) and contains files about Israel and other Middle Eastern countries, as well as issues relating to the Middle East, such as Arab-Israeli conflicts, loan guarantees to Israel, the Persian Gulf War, and the Palestine Liberation Organization (PLO). Files relating to the Cincinnati International Folk Festival are also contained in this series, since the Middle East Task Force of JCRC is a sponsor of this event. The files of the JCRC-sponsored Israeli Student Exchange Program are also included in Series D.
SERIES E. SOVIET JEWRY COMMITTEE (1974-1996) consists of 6 boxes (6 ft.). This committee acted as an advocacy group for Jews in the former Soviet Union who faced persecution. This series contains Refusenik profiles and a Refusenik bracelet, the records of the Cincinnati-Kharkov Sister Cities Project (CKSCP), and records of trips made by Cincinnatians to the Soviet Union. The records of several programs, summits, and conferences relating to Soviet Jewry are included in this series, including a 1986 summit held in Cincinnati and sponsored by JCRC. These meetings were held in conjunction with the Reagan/Gorbachev summits, and reflect issues of importance to the American Jewish Community discussed at the summits.
SERIES F. LOCAL ORGANIZATIONS (1960s-1995) consists of 8 boxes (8.5 ft.) and contains files relating to groups in Cincinnati or Ohio with which JCRC was involved or corresponded or groups involved with Jewish concerns. Among these groups are the Government Affairs Committee of Ohio Jewish Communities, a lobbying group; the Jewish Federation of Cincinnati, the funding source for JCRC; and the Metropolitan Area Religious Coalition of Cincinnati, formed to facilitate cooperation between various religious denominations in Cincinnati following local and national turmoil in the 1960s. Series F also contains information concerning other local organizations, the local Jewish community and national organizations with local branches in Cincinnati such as the NAACP and the YMCA.
SERIES G. NATIONAL ORGANIZATIONS (1972-1996) consists of 7 boxes (7 ft.). This series contains the records of the National Jewish Community Relations Advisory Council (NJCRAC), of which JCRC is a member, as well as other national organizations with a link to JCRC. The NJCRAC records include files for plenum, Minkoff, and Executive Task Force meetings. Many of these meetings were attended by both Michael Rapp and Alice Abrams, and their personal files from these meetings are included in this series. Other files from NJCRAC mainly contain correspondence to or from Michael Rapp. The NJCRAC is especially concerned with Soviet Jewry, and other issues such as domestic affairs and missions to Israel.
Other groups represented in Series G include the American Israel Public Affairs Committee (AIPAC), the Anti-Defamation League of B'nai B'rith (ADL) and the Jewish Institute for National Security Affairs (JINSA). Materials in Series G reflect issues of importance to these groups, to Jews on a national level and to JCRC.
SERIES H. INTERNATIONAL ISSUES (1984-1990) consists of 1/4 box (.25 ft.) and contains information relating to international issues not covered by another series. Some of the topics represented include South Africa, the energy crisis, United Nations, and Jews in other lands, including in Africa and Europe. Series H includes two medals awarded to the Sister Cities of Munich and Cincinnati.
SERIES I. NON-PRINT MATERIALS (1950s-1995) consists of 10 3/4 boxes (10.75 ft.) and contains all photographs, slides, audio and video tape recordings. Many items were removed from other series, and relate to documents remaining in those series (relations are noted in both the location of the print and the related non-print item).
Subjects depicted on the photographs and slides include persons active in JCRC, meetings of the organization, events and speakers sponsored or supported by JCRC, and results of anti-semitic incidents. Two oversized posters are also described with the photographs, but filed in the AJA Flat File. The larger (2x3 foot) poster is a collage of photographs and other materials representing JCRC activities pasted onto a map of Israel. Newspaper headlines included on the collage are dated 1985. The smaller poster (16x20 inches) is a signed cartoon by Jim Borgman publicizing the Cincinnati Jerusalem Day Celebration of 1992.
All but one of the audio tape recordings are cassettes; one lone tape is on a reel. Subjects recorded include a conference, a legislative hearing, and interviews.
Many of the video cassettes were created as educational programs and were recorded in Beta or 35mm broadcast formats. Currently AJA does not have the equipment to view Beta or 35mm broadcast tapes. Most of the Beta tapes are worktapes, the original unedited recording of a person or event. The 35mm tapes are the final edited programs for broadcast. The researcher should note that the contents of many of the tapes are poorly labeled. And on a large portion of tapes the month and day are recorded, but the year of creation is not specified.
Subjects on the video tape recordings include: JCRC events, including the Fiftieth Anniversary Celebration; events and ordinations at; Soviet Jewry; Holy Days; Jewish history; Jews and events in Cincinnati; and specific individuals. Included on one tape are the recollections of Herbert Paper, a professor at Hebrew Union College-Jewish Institute of Religion.
